I will go with "C" as it says "Customize Survey" so need little work on survey development and we can do with the un-managed package as it has little room for development, and C is closely meets the requirement.

Salesforce does not allow unmanaged packages to be part of appexchange . You will have to convert them to managed packages . You can publish your apps as managed package to the appexchange provided you sign up as partner.

Update Salesforce does not allow unmanaged packages to be part of appexchange .You will have to convert them to managed packages It should be B

The problem statement says that there is no time to develop. Therefore, shouldn't the correct answer be option C?
