Must be a Picklist as it can be made a required field. If you use a check box, it cannot be marked as required. If a user forgets to check the checkbox despite a contract being sent, then the data will be inaccurate. Correct answer = B: Picklist

I work in CPQ doing quote-contract, this is pretty standard feature we configure for all of our clients. we create a checkbox called "Contracted"

It is a picklist to guarantee the answer if contract sent or not. You can not create required field in checkbox.
