not sure if it is a typo in answer A or no, but it does not have one ending bracket at the end, thats why i thought its possibly wrong.

I think B is correct. A would mean the validation rule only triggers when Phone and Email together do not have field values. B means that the validation rule triggers when just 1 of the two is blank. We are being asked to make sure both are filled. A would not give an error when just 1 is filled.
