If I want to introduce a new line of footwear. I am excluding anyone who does not have shoe as an attribute listed in their preference center. I plan to send the emails daily. After a short time, I notice many people updating their preferences, and less emails are going out.

Makes sense. Frequency too high could be an answer if journey builder is not used, however, being the frequency too high doesn't answer why are less emails send. We could assume that due to the frequency contacts are unsubscribing but that is leaving the problem to a subscriber action. To be fair most of the time when troubleshooting we usually check on if we did something wrong in our configuration, which could be the case for option B and also centered on the Consultant.

it does not say is Journey Builder used but, if Journey Builder was used as evaluated all contacts admitting those with shoes and rejecting those without upon entry evaluation and only allowed entry to those with shoes, rejecting entry of persons without shoes. When/if those rejected persons later have shoes they are not accepted because they had already been evaluated in which case cause would be 'Journey Builder High Water Mark'
