Answer should be D. Not at all C as it is not even an actual option there.

In this scenario we do not want an email to be sent when the oportunity is created so answer A is false.
We do not want an email to be sent when the oportunity is created and updated (updated=edited) only because it may be updated but not neccessarily closed so answer B is false.
Only when the criteria is "closed" (not previously met) can an email be sent but to change the stage to "closed" we need to update (edit) the opportunity. Hence answer C appears to be correct, IMO.

The answer seems to be incorrect here. The correct answer should be "created, and any time it's edited to subsequently meet criteria".
The correct answer (In this case) is D. There is no such workflow, and the correct answer is not listed, so the correct answer should be 'None of the Above'.
