force.com IDE was retired 4 years ago, so while it might have been a correct answer at some point it's definitely not the correct answer right now. There are only 2 correct answers in this post D and E

we can deploy change set from sandbox to org ,not from org to sandbox

BDE are correct. You cannot deploy change set from Dev org. You can deploy a package from Dev org but that's not one of the options.
