Private OWD means that "only the record owner and the users above that role in the hierarchy can view edit and report on those records." Since they're both sales reps, role have nothing to do with it the answer should be profile (Answer D).
Profile does not provide you with record access. Roles do. OWD is the most restrictive record access setting. Roles and Hierarchies makes holes to that restriction. So correct answer has to be A
