A & D are correct. B is wrong because that permission is too broad for a partner user, but also it cannot be assigned to a partner license. https://trailhead.salesforce.com/content/learn/modules/sf_partner_community/sf_partner_community_manage C is wrong because giving edit access doesn't allow them to activate or revoke access to a user. A is correct because delgating administration is possible with a partner license and puts bounds on which users they can activate/deactivate. https://help.salesforce.com/s/articleView?id=platform.networks_DPUA.htm&type=5 D is also correct because allowing users to self register would allow users to activate themselves and reduce administrative burden on an admin or delegate admin.
