Privacy center deals with security and privacy of data, not with archiving it. So option B is unlikely to be correct. C - doesn't solve the issue of storage, since the data remains un-archived stored in the org. D - is a solid option A - although not an obvious choice, but satisfies the requirements if the data access does not have to happen from inside salesforce. Since flat files can be accessed - i guess that means the requirement is satisfied.
