Just assigning may not fix the problem, if the user has more than 10k childs, Salesforce does not guarantee that the app will run smoothly. D is the only way to actualy guarantee that the current problem will be solved.

B is correct if you MUST use 1 user. If there is an option to distribute the records among multiple users - it is preferred.

As written in this documentation: Distributing ownership of records across a greater number of users will decrease the chance of long-running updates occurring.. So correct answer is D.
