I think it is A. Look at this similar question (the answer is "record - triggered flow+outbound message") https://www.examtopics.com/discussions/salesforce/view/97528-exam-certified-platform-app-builder-topic-1-question-567/ So we have to think about "outside of Salesforce" options, so it is probably outbound message. The Process builder can't send a outbound message. So it means that "workflow rule" is only the option. (A)
