Marketing Cloud Administrator is the role for Marketing Cloud, but it does not include Email Studio. For this the Email Studio "Administrator" is necessary. https://help.salesforce.com/s/articleView?id=sf.mc_overview_roles.htm&type=5

Administrator includes only Email studio and MC Administrator includes all the rest (except Email Studio). So to have FULL access, you need both
