The third-party address verification system recently changed endpoint URLs for all their services from https://th-address-service.3pc.com to https://plc1-mailservice.3pc.com. The address should be registered in Remote Sites so that the instance is accessible to the site address. D doesn't make any sense because D is for inbound connection. (Internet -> SF instance)
