Answer is B - The file owner and users with Modify All Data permission can find and view this file. However, if the file is in a private library, only the file owner has access to it. A file is private when you: Upload it in Files home.

Shouldn’t it be A ? User’s Private Library: Files here are strictly private to the user who uploaded them.But , "Files Home Private Library": This is a bit different. While files in the Files Home private library are generally private to the user, users with the “View All Data” permission can indeed view these files.
