Create and edit users in specified roles and all subordinate roles. User editing tasks include resetting passwords, setting quotas, creating default opportunity teams, and creating personal groups for those users.

Furthermore, delegate users are not able to edit profiles and permission sets (control object access). They may only assign them to an external user.
External users only get one user account, so 'adding to other accounts' isn't a thing.
