The correct options are: B. Use a screen flow to ask the questions. D. Make the field Read Only on the page layout. Explanation: To ensure that users cannot bypass answering questions and set a value for a custom field, the administrator can use a screen flow to ask the questions and make the field Read Only on the page layout. By using a screen flow, the administrator can guide users through a series of questions and force them to set a value for the Tier field. By making the field Read Only, users cannot bypass the screen flow or edit the field directly on the page layout. Option A, setting up a restriction rule, and Option C, setting up a list view for the list of questions, are not relevant to this scenario.

how is D correct? Marking the field read only would still allow the user to bypass the field value. It should be A and B. Setting up a restriction rule would not allow to bypass.
