with D, doesn't it give access to Item records for which the owner in Account and Quota are different? That should not be the case acc. to the question.

Not B, as just tested, and you can't add an ISCHANGED for for Account Owner in a sharing rule anyway. C seems like nonsense, and I'm not sure what A would do. D seems like a good place to start....

D. Give the account owner Read access to both the Account and the Quota objects. By giving the account owner Read access to both the Account and Quota objects, they will be able to see all related Item records. Since ownership of Quota records remains unchanged, the account owner will have access to the same Quota records as before, but they will now also be able to see all related Item records. Changing the data format of the Quota relationship field from master-detail to lookup or creating a Quota criteria-based sharing rule using ISCHANGED for the Account Owner field would not solve the issue of granting access to all Item records. Re-assigning the Quota master-detail to the primary and the Account master-detail to secondary would also not solve the issue, and could potentially create new data relationship problems.
