The administrator should use the After Save Flow to email the Case Owner. The After Save Flow is triggered when a record is created or updated and allows for additional actions to be taken after the record is saved. In this case, the flow can be configured to check for updates to the specified fields and then send an email notification to the Case Owner.
Email-to-Case is used to automatically create Cases from emails and would not be relevant to this scenario. Before Save and After Save Flows are used to automate processes and logic before or after a record is saved. Outbound Messages are used to send notifications to external systems when a record is created or updated.
