To configure a repo in RHEL9, this is an easy way:
dnf config-manager --add-repo http://instructor.example.com/pub/rhel6/dvd
Then just add to the generated file in /etc/yum.repos.d/
gpgcheck=0
Usually in RHEL9, repos to configure are BaseOS and AppStream.
