Selected Answer: C

this is a trick question. If you look at table 12.1, there is only one scope example mentioned in the book mentionend as a tolerance for scope and that is Moscow. So this is in my opinion not about the tolerances but about the defined roles and responsitiblities. That makes C the correct answer.
