Exam PRINCE2-Practitioner topic 2 question 11 discussion

Actual exam question from PRINCE2's PRINCE2-Practitioner Edition 6
Question #: 11
Topic #: 2
[All PRINCE2-Practitioner Edition 6 Questions]

After preparing the stage 3 plan, the project manager left the company. The project board has decided that, as the stage plan has been agreed, it will not appoint a project manager for stage 3. The team managers will report directly to the project board and will prepare highlight reports instead of checkpoint reports.
Is this an appropriate tailoring of the roles in the 'managing a stage boundary' process?

  • A. Yes, because work may be delegated to those with the necessary skills, such as a team manager.
  • B. Yes, because the team managers should have the information required to prepare highlight reports.
  • C. No, because the reporting in the 'controlling a stage' process should not be changed.
  • D. No, because the team managers should not share the responsibilities of the project manager.

I asked my prince2 teacher. A is the answer in this case, because you if you have the skill and you don't remove the role, it is okay. You may be also a PM and a TM for one team besides other TMs.

For me its definitely D. Reason being that PM can undertake the TM role if he possesses specialized knowledge, but should not be applied in vice versa, because, it can be that PM has experience as a TM, but not vice versa. With regards to 19.5.3, this refers to delegating (with responsibility remaining at the PM), which is very different from not having a PM at all (like in the scenario of the question)

Is there any way to know what is the actually correct answer? My pick would be option A, because option D is definitely not correct - many responsibilities are shared between PM & TM. PM can take the TM role in small project so the vice versa may also be applied in this scenario.

It should be A because according to 19.5.3 Tailoring the roles in managing a stage boundary "The project manager is responsible for the creation of all new management products in this process, but may delegate work to others with the requisite skills, such as project support or a team manager, provided the project manager retains overall responsibility."

I think it is A. This is because PM and TM can be the same person (ref. 7.2.1.8). This is the case especially if the PM has the required specialist skills as it is in the question scenario (the person was the TM).

A is possible -according to (7.1.) "Although the project manager is responsible for the day-to-day management of the project, team members are responsible for delivering the project’s products to an appropriate quality within a specified timescale and cost. Depending on the size and complexity of the project, the authority and responsibility for planning the creation of certain products and managing a team of specialists to produce those products may be delegated to a team manager."

I think that it is D (7.2.1.8). The team manager delivers to the project manager. Since the project manager has to check the team manager's delivery, otherwise the control instant is missing.
