Option C is incorrect as executive can only set stage tolerance, Project tolerance is set by Corporate or programme management or customer.

Chapter 12-Page 155: "In PRINCE2, the project is managed by exception against six types of tolerance:", and it lists the 6 tolerances (Time,Cost,Scope,Quality,Benefits,Risk). All of the tolerances are defined in +/- (range). Which means that exceeding the time tolerance + or - is considered an exception. In other words if you delivered earlier than agreed, it's an exception and it has to be reported. So answer D isn't true which leaves us with Answer A as the only right answer.
