It is B - The key word is 'different levels' - stakeholder interests are just in the directing level. However the plans span across all levels - Project plan, stage plan and work plan.

The question uses the word Level and not type. Had it been type then the answer of Plan makes sense and if level means, naturally it is C. Is this answer from Axelos itself?
