In my opinion, I would go for option B if the technical terms were misspelt, however the technical terms were missing altogether therefore it would be option C, requestion for Change.

I think its because they are "missing" it will not be a change, as it was previously planned.

Also I dont think this is classed as an off-specification just yet as the product can at this stage be delivered as planned if more time is given.
