It is not A, because of this "would not provide the required outcome". Correct answer is C and D. "Outsource selected business functions" and "Use PRINCE2".

C and D seem to be Project Approach rather than Business Options to me.

I agree with Kanduur. So, only A is the right answer. E is not correct either as the other option is to outsource, not to review a shortlist of service provider.
