The amount of resources available in the short term is not a factor to consider when determining the length of a stage in PRINCE2. However, the amount of resources available for the project as a whole is a factor to consider when determining the length of a stage.

If we accept the equation delivery steps = technical steps (maybe it is old syllabus term ?) then it results easy to confirm A is the correct option by looking at paragraph 9.3.1.1.

I think C is a more appropriate answer. There doesn't seem to be any evidence in the Progress chapter for this or for A, however in Chapter 9 on Plans (9.3.1.1) there is a discussion on Management stages and Delivery steps. As per this delivery steps seems to be like technical steps and mention is made that 'Delivery steps are typified by the use of a particular set of specialist skills. Management stages equate to commitment of resources and authority to spend'
