Answer C is correct, see pg 144 of the manual - Impact analysis of an issue should consider: project performance targets, business case, dependent products produced by project, project risk profile

Incorrect answer. An issue is when something has already occurred. Risk is something that hasn't occurred yet and might occur ( not certain). So C cannot be correct. More likely D is correct
