This is a bit misleading, but C should be correct: reference 8.2 in the prince2 book : Minimum requirements to apply the quality theme : The approach must cover: the project's approach to quality control (not quality assurance). Then: specify explicit quality criteria for products in their product descriptions

The Quality theme in project management is concerned with defining and implementing quality standards and processes to ensure that the project's deliverables meet the desired level of quality. "To define quality criteria in product descriptions," is the minimum requirement for applying the Quality theme in project management.
