I think the question is trying to lead to the point that there is no absolute need to address the technology issues within the organization. Outsourcing means that they don't need to fix it. It is the reduction of the confusion that needs to be addressed. Hence, E is not correct. And the only remaining logical choice is D if E is ruled out. I know this is not intuitive but just how I try to make sense of the model answer.

C&E is the most logical choice and matches the text. The explanation of D is nowhere mentioned and is more a consequence than a reason.

why is D part of a reason in this scenario. there is no mention of staff transfer to selected service provide as a reason for starting the project
