PRINCIPLES -
The Finance Director needs to gather information on the number of hours spent by staff on the Health and Safety Training Project, to calculate actual human resource cost. The corporate managers have to submit this information at the end of each month, along with an estimate for the following month. The Finance Director decides that the project stages will coincide with these corporate reporting periods to avoid duplication of work, and instructs the project board to take necessary measures.
Is this a CORRECT application of the ‘manage by stages’ principle, and why?

  • A. Yes, because this approach will reduce the burden on senior management.
  • B. Yes, because one month is a sensible planning horizon for stages as well.
  • C. No, because the choice of stages should consider the project complexity as well.
  • D. No, because the reports for the Finance Director should wait until the end of each stage.

Selected Answer: C
There are other factors to concider when deciding on stage length and complexity is one of them. The point of Finance Director is not appropriate to define a stage. Not sure..
