The correct option is D. The wording of the option is bit misleading. It is the benefit of the ABC company only that should be used to justify the project business case.

Agreed with Manik. The benefits to the customer (construction companies) should not be included in the business case justification for the training company (ABC). The business case should focus on the expected benefits that the training company itself hopes to achieve by doing the project.
