I have changed the third one to "Plan initial stage" because arranging controls and reporting requirements are part of planning initial stage. The words "lessons" and "previous projects" are distractions.

1st one is incorrect, other two answers are correct. The first one is: In PRINCE2, the activity of selecting the project approach and assembling the project brief involves determining the best way to deliver the project’s products. This includes assessing whether the company’s IT department has the necessary skills and capacity to deliver a product, or whether it would be more effective to outsource this work. This decision would then be documented in the project brief.
