In PRINCE2, when you need to address a situation where a project cannot be completed within the time tolerance and you want to consider options like instructing the team manager to work overtime, you would typically capture this in the "Exception Report."

To my opinion: 1 is Highlight report - PM reports a summary of issues currently in the stage 2 is End Project Report - see ref A.8.2 3 is Exception Report - Tolerance has been overcome

* 2. Should be End Stage report. Work packages are under question not the project as a whole.
