I will go with D. The Organization is introducing Agile in the projects, so it´s in the initiating phase and the project teams doesn´t have experience and maturity enough to start to take important decitions. By other side C seems wrong, it says "let team periodically choose", team participants should be choose by the PM and PM should work in collaboration with the team but which periodicity they should be able to choose a change? once a week, once a month, twice a year?. Agile set up that teams must be keep as same and changes should be avoid to keep the maturity and the velocity of the team and change team members can induce into performance risks
