B. is not correct either. many of the options do not imply the PM does it on his own. It is certainly better than B. B. is a nice statement but not likely you will know when a change occurs it does not address how to identify change. I think C does address the How.

What if a change that renders the current sprint goal obsolete occurs? Here I think the project manager has to proactive rather than reactive.

But the option doesn't mention that product owner is involved. Also, the project manager cant independently take the decision of prioritizing or refining the product backlog. it is the sole discretion of the product owner & not the project manager

Backlog priorities are defined by the product owner. So C is cannot be the right answer. I would say B (We don't even know the type of project so D is wrong) but I'm not sure if stopping an iteration is a good idea.
