It is not certain what the authority of a functional manager would be on this project. "A" would only be the answer in an organization where the functional manager has more authority. It is also unclear whether the functional manager has any control over the consultant. Since these uncertainties are not mentioned in the question, I would default to having the Project Manager take the initiative.
