PMI is so vague! The best answer everyone agrees is C and D combined i.e. do impact analysis with the team then submit CR. By splitting C and D, it's assumed D impact analysis is done WITHOUT consulting the team and jumping straight to a CR submission. But alas PMI exam questions are not openly critiqued and hence year after year they get away with making money with very low quality audits on their Qs. One can argue take a step back it's generally about CRs but then why do some other Qs require stepping in and reading the Q carefully to choose the right situational answer? PMI has left the chat.

D is the answer mostly because of its completion. The team is part of a projects resources so they are encompassed in this answer. Because a key stakeholder has requested this the change REQUEST must be submitted. Doesn’t necessarily mean it will be approved or all impacts are beneficial to the sponsor/project value.

What if the result of evaluation(Impact) is huge and obvious not to do? PM should request the change? Just evaluate(discuss with the team) then decide what to do next. So, go with "C"
