The question is specific about the vendor returning the same update for many weeks, should not this be a cry for urgent help? I feel this presents an immediate risk that needs to be addressed. Though the project manager should have been more proactive, i think now is the next best time to fix this issue by seeing this as a risk updating the risk register, and escalating the vendor.

I think C is a better response. We want to bring management solutions not problems. Do C first and then if needed bring to management with the solution determined in C.
