The Controller is talking about projects that are over. Moving forward, Controller is trying to reduce budgets because the past projects resulted in little ROI. The project manager is “objecting” to the decrease in budgets and trying to negotiate by suggesting a better project evaluation and selection. I would vote for the choice C - Strategic negotiation not to reduce budgets for future projects.
