In my opinion, I feel D would be the best course of action, reviewing the requested changes against the business case will enable the project manager determine whether or not the requested changes are in line with the overall purpose and objective of the project
D: the vision is poor, many changes, will the changes deliver value or just a waste of time, we don't know, so we need to do research and review the benefits and business case.
