The project team members are used to being told what to do, and the performance reviews include the percentage of completion of the allocated tasks. Option A might be worth exploring here. In the question, it says the team members are used to being told what to do + they are under a hierarchical system. Sounds like a plan driven environment.

This change can be perceived as poor performance by the current assignees. => Current process is facing problem. We need to change, firstly is Task Allocation, and asking them support to define it.
