In conclusion, the correct answer, D, suggests that by regularly capturing and reviewing project work and related costs before the situation occurs, the project manager could have identified and addressed discrepancies or issues early, ultimately preventing the delayed invoice and increased costs during project handover. The issue is not about monitoring, even if the project manager had effectively monitored and evaluated regularly, submitting an invoice when they are about to make the final closing submission would make all efforts futile. Hence ensuring that vendors are aware of deadlines and nonpayment penalties, does help prevent this.

Even if the PM would have been reviewing all project work and related costs, it is critical to relay invoicing and non payment deadlines. Then subsequent invoices can be disputed if necessary. Monitory cost and invoices is important, but there is no recourse for late invoices.

The main issue here is a defect in monotoring process activities. Along the project life cycle, the project manager and team have to continually perform M&C activities on cost, schedule, quality, resource, risks and scope. The scenario discribes a predictive approach with a one time deliverable at the end of the project so constant feedback from customer isn't possible. In such an approach, it's key to monitor the above contstraints regularly through out the different phases. As such continously analysing the impact on and balancing constraints in case a modification is done or a change controle process is innitiated and completed due to variances observed due to monotoring that where beyond acceptable levels.

I think B is the answer as even if the project manager reviews the work and costs regularly, the delayed invoice could still be submitted. I think this question deals with the fact that the handover was delayed and if during closing the project manager picked up on the delayed invoice, then he could have addressed it then.

The question is, what should the project manager have done to avoid this... Answer D is what the PM should have done, warning the vendors puts the blame on vendors when the PM should take action him/herself and reviewed the costs regularly.
