B. Enforce the penalty clause on the supplier. Did the question talked anything about supplier or supply problems? Option B is out C. Take action to reduce the cost overrun. Why the PM should take action without understanding the root cause? Option C is out D. Work with the client on the scope completion Again, why PM should bother the client without understanding the root cause? Option D is out. A. Review the scope and project objectives. This is the correct approach, PM should first understand the objectives, scope and then try to understand the cause of deviation and post this exercise, he should work on correcting the deviation

Customer unhappy with scope so better review. The Schedule and cost issues are just misleading. In this case, acceptance criteria of deliverables is based on scope definition if customer is unhappy, you have to review it.
