I will go with A, The question saids "To deliver within strict the time lines" where I concluse that the supervision of the PM is much better to ensure the timeline is respected and the problems identified in advance than the periodic reports of the option C where delays will be discovered after happened

According to PMBOK, C is the answer. (Principle of Stakeholder Engagement, Principle of Systems Thinking, Performance Domain of Delivery). A lacks allowing the contractor autonomy, the emphasis on periodic reports still gives the PM communication, collaboration and control.

Project is at risk: Some immediate action is required Options Keywords: Option B is out Extend the project date: This should be the last resort Option C is out Escalate or any extreme measure should never be the first step. PM should try everything in his capacity before taking this step. Option A is good but not feasible: On-job training is a good solution but without proper guidance, it will take time and project is "already at risk" of getting delayed So Option D is a correct option because experience resource can quickly guide and him and help the team member to quickly adapt.

Answer is C. C. Set expectations and agree on the requirements that the contractor will deliver with periodic progress reports. Why not "A", Empowerment comes from trust, not constant oversight.

Choice A means that the PM has to do extra work(manage and supervise the local contractor) to deliver the project outcomes that is agreed. While Choice C says that PM will follow-up the progress or status reports of the vendor to keep the work on track as PM already set an agreement with the vendor the required work. Choice C is reasonable

Option C is the best approach as it sets expectation at the start and then periodically reviews the progress to evaluate the progress. This would also help the PM as he does not have to supervise constantly and he can utilize that time for other productive activities.
