Its a regulatory feature , so it has to be added irrespective of the impact. . Correct option is A

That is the significant regulatory feature, so it is mandatory. PO needs to add to backlog first and then have a refinement meeting to discuss about the details

Ans is A. Based on the question, looks like it is a complete miss. The team missed to add the regulatory feature. Where is the question of inviting stakeholders and having discussions to find its impact. It is evident that it is a “significant regulatory nature”. So answer is A. The PO should add it right away into backlog. Regarding if capacity is there, if it will impact schedules etc are another part of the discussion, not covered in the question. So answer is A.
