I don't understand why no one is pointing out the departure of the product owner from the project team. The product owner is defined in the PMBOK as "A person responsible for maximizing the value of the product and accountable for the end product." I believe the absence of the product owner is one of the most critical issues in the entire project, even more important than the absence of developers or compliance issues. Therefore, I believe that B is the problem that the project manager should focus on first.

I thought so too but we have to look at not just what is the important but what is urgent among that list. I think compliance may be it. Others can be done later.

Production support is highest priority. How one can allow disruption in production. compliance defects are identified in test system. so, deployment can be delayed until it is fixed. PO and developers hiring can be 3rd priority. So, C is better choice.
