As a PM the assessment of the organizational culture and readiness for the transformation seems a bit over the top, no? Even if the PM was capable of doing so how would it affect his task? In this question the PM is requested to shift the methodology to a more agile approach so answer (A) where people get some training first would make more sense to me since it has an effect on the sponsor's request.

If you didn't train without having the support of the organization first (that includes the project team), things like managers deciding how and what the PO should prioritize in the backlog and stakeholders asking to actively participate in daily meetings will happen. high-level people as directors may also not understand that the team must be self-organized and want to force their management ideas on the project Once the organization is aware of what agile is and the benefits of working in that way, then you can proceed with the training

A makes more sense. If senior leadership has asked for Agile, its with the need for change to Agile. Not sure why should the PM assess org culture?
