I really don't think C is saying that the PM is asking to bribe the government. I interpreted it as the PM wanted to see if there was a way to have the local government prioritize the approval. And since the Board has influence, have them contact the government on the behalf of the PM. A. Is a sketchy way around the compliance laws (ie. ethics issue) B. Not a great option to just wait around for the approval D. Also a big no-no.. (ethics issue) Honestly C is what makes the most sense to me.

Answer A - PM can only organize the channel from another country (who cares about what does this channel do) Why not B? Even the sponsor may have high power during the project, but the sponsor cannot authorize the launch without the approval - it is violated to the compliance => The sponsor can only authorize when the approval process finish. Why not C? You cannot bribe the government (even we know that it is not the truth in real-life, but it is in a test) Why not D? bypass the regulations violating the PMI code of Ethics = wrong answer definitely
