B. Assumptions and constraints are normally defined at the beginning of the project. How should this newly mentioned software be part of it? Analyze impact yes, but assumptions and constraints, I don't think so.

Need to select an application. so a decision is required. the cheaper one may not be better. can share the benefits in a tree. this not what a CR is used for cannot just purchase yet, need the decision analyzing assumptions and constraints does not help with trying to decide on which application to get. may help with after purchasing.
