Definitivamente A esta descartada, ya que el PM no puede priorizar recursos de un gerente funcional. Yo optaría por C ya que si no se contara con el recurso clave , no valdría la pena desplazar el cronograma ya que no se podra avanzar aúnque se pida más tiempo. Lo mejor sería actualizar la línea base del cronograma para arrancar bien desde el inicio.

I think it is PMO's authority to prioritize and select projects for the organisation. A PM does not has authority to prioritize all the project. A is not in PM's authority. PM can only negotiate with the development head who is the functional head. internal acquisition fail, the other choice is procurement and request enough resources from senior management, I select D

No "other" resource available. not sure how you are reading this. doesnt mean there is no developer AT ALL on the project currently. capiche?

there are assigned to other project but the project manager will ask to have them prioritized so he can get one.
